General information on online journals for new users
There are many types of online journals and the situation is changing day by day. Almost all new journal articles are available in electronic form, but the availablity and the cost of such material varies widely, according to the publisher. Some online journals are available free of charge to all internet users. Most journals are available via subscription (individual or institutional). But an increasing number of journals have a "moving wall" policy, where old issues are available freely and a subscription is required only for recent issues. In the case of new (or cancelled) subscriptions, availability of back issues (or previously available issues) depends again on the publisher.
The only way to find out whether a particular journal article is available is to attempt to download it. If the download fails, try to download other articles from the same issue or later or earlier issues. If you believe that you are entitled to download the article (e.g. because you or your institution has a subscriptiion), send an e-mail message to the journal or to your local online journal administrator or librarian.

All journals impose rules on users. In general, downloading and storage of articles for private use is permitted. Large scale downloading, or posting of downloaded articles on web sites, is usually not permitted. It is the responsibility of the user to follow the rules imposed by each journal.
If you feel that the policy of a particular journal is unreasonable, complain to your national mathematical society.
